This means that the signal from the transmitter and antennae is clearest if the receiver is within the sight of the antennae. If the terrain is flat the signal will be strong at close range and travel out with decreasing clarity. The Supreme Court of India ruled in judgment of 1995 that "airwaves are public property" came as an inspiration to groups across the country, but so far only educational (campus) radio stations have been allowed, under somewhat stringent conditions.&lt;/p&gt;
